The nice thing about M&M is the power system can be used to emulate lots of different things. I'd probably want to use the Supernatural Handbook on top of the core rules. I might be wrong about that, so don't quote me. I believe those elements were considered underdeveloped and pulled from what will be the print edition of the core rules, but are going to be fleshed out and offered as a supplement. In the first draft of the rules, there were some nods to doing a "Warhammer in Space" setting, which of course is what Dark Heresy and other 40K rpgs are. That's basically an OSR take on the Warhammer fantasy rules. If you are willing to be a bit patient, the Zweihander rules should be coming out soon. Probably the most system work would be in fleshing out psionics, and then statting out some basic gear, monsters, etc., from the 40K universe. The d6 Space core book already has the outline of what you would need to do Dark Heresy, as it covers melee weapons, kinetic and energy-based projectile weapons, power armor, cybernetics, and has a rudimentary psionics system.
All the core books from the last official iteration of the rules were released to the public, and so constitutes a legal free system.
